Buying or Selling a Condo? New Financing Rules You Need to Know

Condo financing is changing, and it’s a big shift. For a condo to qualify for most conventional loans under Fannie Mae and Freddie Mac guidelines starting on January 1, 2027 its HOA now needs at least 15% of its budget going into reserves. It also has to meet specialized master insurance requirements. A buyer can be fully preapproved and still be unable to get a loan on a specific unit if the HOA doesn’t meet these standards.
What this means if you’re selling: We’ll order the HOA documents before we list. Then we know the association’s financial health up front and can head off financing surprises once you’re in escrow.
What this means if you’re buying: We want the HOA documents before going under contract when possible, and always before negotiating repairs. We’ll go through the budget, reserve study, meeting minutes and any special assessments with you, so you understand how stable the association really is.
California is tightening HOA rules too. Governor Newsom recently signed AB 2050, a new state law on HOA reserves. Starting in 2032, associations whose reserves are projected to run short will have to set aside at least 15% of their annual budget each year until the shortfall is fixed. The message from lenders and lawmakers is the same: an HOA’s finances matter as much as the unit itself.
Thinking about buying or selling a condo on the Central Coast? Reach out. We’ll help you read the HOA documents and avoid surprises.

September 2026 | The Latest on the Central Coast Market

September brought an interesting shift in San Luis Obispo County real estate. Closed sales increased, but fewer homes went under contract compared to August. While home prices remained relatively steady countywide, market activity varied by city, making local trends especially important for buyers and sellers.
September Market at a Glance
- 172 new listings came on the market
- 168 homes went under contract
- 240 homes closed escrow
- $888,250 median sale price
- 98.7% median sale-to-list price ratio
- 30 days median time on market
Closed sales increased from 222 in August to 240 in September, while the median sale price dipped slightly from $899,450 to $888,250. Homes sold for a median of 98.7% of their original asking price, suggesting buyers had a little more room to negotiate than they did the previous month.
A Closer Look at Our Local Markets
Every community has its own story. Here are a few September highlights:
- Paso Robles: Led the county with 55 closed sales, although homes took a median of 55 days to sell.
- San Luis Obispo: Homes sold in a median of just 16 days, with a median sale price of $1,034,000.
- Arroyo Grande: Had one of the fastest-moving markets, with homes selling in a median of only 8 days.
- Atascadero: New listings increased from 7 in August to 21 in September, giving buyers more options.
- Pismo Beach: Recorded a median sale price of $1,335,000, reflecting continued activity in the coastal market.
- Los Osos: Saw just 5 new listings and 9 homes go under contract, keeping available inventory limited.
What Does This Mean for Buyers and Sellers?
For buyers, the slowdown in new contracts may create more opportunities to negotiate, particularly on homes that have been sitting on the market. However, desirable, well-priced properties can still move quickly.
For sellers, pricing strategically from the start remains important. With buyers paying closer attention to value, understanding recent sales in your neighborhood can help you position your home competitively.
The Bottom Line
The Central Coast isn't one single market. Conditions can look very different from one city, neighborhood, or price point to the next. Whether you're considering a move or simply keeping an eye on your home's value, local data can help you make more informed decisions.
